How does a person set the white balance in a video camera?
this was just on my mind

Read the camcorder's manual.
Basically, under different lighting conditions (bright daylight outside, indoor incandecent, florescent, LED, etc.) the color "white" is different. The camcorder will record the different colors under the different lighting conditions.
Pick something you know is "white" like copy paper with nothing on it or a white board or something similar. That becomes the "reference" point. Using the white balance setting in the camcorder, point the camcorder at your "white reference point" under the lighting conditions you plan to be under when capturing video. The cameras sets this and balances all other colors according this that reference point you just set.
For an odd effect you can use blue or red or some other color to set the white balance... but it is best to set white balance using white - and adjust color balance (saturation, hue, etc) when you edit with a decent video editor.
